I am running for the District 4 City Council seat to ensure that our district receives more active representation at the city council level and in our community. We need someone who will be engaged at all levels and involved in the community. The current Vice Mayor has not been that person while representing District 6, often skipping out on many meetings and other local and civic events. Being elected to serve back in District 4 will not likely make her suddenly be more willing to attend regular meetings and local civic functions and events. We need a councilmember who is fully engaged in the community.

We are fortunate to live in our Sanctuary Valley home, where this area of our city, much of District 4, has better than average conditions, less crime, and few homeless issues. Our roads and landscapes are newer and better maintained, and our median incomes are higher. That said, our issues, needs, and quality of life concerns are important, and representation at the city council level must always be a priority. Having a responsive and active councilmember is a must. I am that person.

Additionally, a council member's role is not only limited to the concerns of his or her district but also to that of the council as a team, with oversight for the whole city. Our city in general is not nearly in the same shape as our district. In some places, it is far, far worse. Our financial needs are in a deficit, and crime and homelessness, the need for more mental illness and crisis services, are growing every day. The growing numbers are most evident in our North Texas Street and Downtown. Our retail and restaurants are closing, both in the Mall and other shopping areas throughout the City. When something is good for the city, move it forward. When it is bad, call it out. I will be able to call stuff out, listen to your concerns, and answer your questions honestly.

I am a lifelong resident of the Fairfield and Suisun area, grew up here, married my teenage sweetheart, Sherri Lee Kemper-Joyce, and we have been married over 46 years. We have raised our 3 children here. We have lived in this District for the past 19 years. I have worked here as a young man, as a business owner, as a home-based professional, and commuted for many years during my law enforcement career. I understand the many challenges all of us face here in our working community. Like many of you, we have an elderly parent in our home and have had our adult children live at home.

I have always been an active member of the community. I am a member of several organizations, a current Director of the Solano County Fair Association, Membership Chairman of the Chinese American Association of Solano County, and a member of the Chelu Car Club/TEAM Hope.

I am asking for your support and vote this November.
